A shot in the dark here, as I'm not familiar with your device:
There could be a variable pot inside the unit for setting the output voltage, and if the wiper contact on that has become a bit intermittent that would explain the fluctuating readings.
Ultimately, if you aren't very familiar with electronic stuff it's best to let an engineer look at it - a TV repair shop would do as it's pretty basic stuff, so hopefully won't cost the earth to fix.

Try a 100 nano cap across the emitter to get rid of stray harmonics from TX put a 0.1 ohm 20w wirewound in the positive output line and that will give the trany time to react to larger spikes than originally designed for. If that doesn't help get back to me theres half a dozen more cheap mods to stop overvolting OK. John fb193.
